You’ll meet Luke for the first time when you go to speak with King Bedoe and Volcanon. He’s a friend of Peter’s. When you return to Polca and get the raft, Luke will leave the town with you and then ask to join.
A mediocre figher at best, there actually isn’t much difference between Luke and Skreech. Of all the fliers, I’d go for Peter anyday! With a bit of work, however, Luke can of course be a valuable member of the Force.

The growth may vary with extra training, and even from game to game, due to the random level-ups.
